115kV Transmission Line and Facility

JFSA completed an environmental assessment for Public Service Company of New Mexico. The initial evaluation of 19 possible transmission routes ranging in length from 10 to 50 miles was refined to three alternatives for detailed analysis in Santa Fe County.

JFSA created a road management plan that was developed to identify access improvements to the transmission line poles from an existing road network in a mountainous area that crosses an extensive north-south drainage system with several deep canyons and steep slopes.

JFSA produced an EIS for this Rural Utilities Service project for the US Department of Agriculture to construct an electrical transmission line between the Kenai Peninsula and Anchorage through the Kenai National Wildlife Refuge (KNWR) in south-central Alaska.

Arrowhead Lake Substation Siting Study

JFSA conducted a siting study for a new 115/12.47 kV substation. The study identified eight alternative site locations in the City of Evans and unincorporated Weld County. JFSA prepared a permit application for the City of Evans that included survey, civil design, construction documents, and assessment of the effect of the project on City resources. The permit application included maps of the existing features and utilities, development plans, grading plan, landscape plan, and erosion control features.

Project Highlights:
  • Siting criteria were established to evaluate, compare, and rank alternatives
  • Criteria were based on operational constraints, land use, and sensitivity to natural environment and community values
  • Key issues identified were availability of land and compatibility with future planning for commercial and residential development

Transmission Facility Data Collection Project

Tri-State, a wholesale power supplier to 44 electric cooperatives in Colorado, New Mexico, Nebraska, and Wyoming, has contracted with JFSA to create a series of maps that portray critical transmission line, substation, generation, and analysis data in a legible and concise manner.

Project Highlights:
  • Expanded in scope to include environmental, generation, and transmission line analysis due to the exceptional quality of mapping products
  • Maps have been used both internally for planning purposes and as a means of sharing information with electric cooperatives and other utilities that are interested in the planning and development of generation and transmission capabilities throughout Tri-State’s region of influence
  • Maps encompass a wide variety of scales and purposes for project specific needs
