Permitting has been required at the local, state and federal levels. JFSA's services included preliminary and final design for grading, drainage, culvert design, erosion control measures, and storm water management permits for 73 miles of new transmission line.

Determined the impacts of access road and tower construction and the associated grading, drainage, and erosion control design. Preparation of culvert plans for tributary crossing associated with large drainages. Coordination with the Town of Castle Rock, City of Colorado Springs, Douglas County, El Paso County, the Colorado Department of Health, and the Army Corps of Engineers.

JFSA provided civil engineering services for the compilation of an Access Road Manual for Tri-State Generation and Transmission Association, Inc. The manual is used by Tri-State as a guideline for the planning, design, construction and maintenance of their access roads along their transmission lines. Civil engineering services included preparing the manual guidelines and associated exhibits for planning, design, construction and maintenance for the access roads and criteria for drainage of stormwater including hydrology and hydraulic calculations.
